PPA, PANTALAN TO STRENGTHEN EMPLOYEE WELFARE

PPA and PANTALAN signed the 9th Collective Negotiation Agreement reaffirming its commitment to strengthen labor-management relations

05 OCTOBER 2026 – The Philippine Ports Authority (PPA) and the Pambansang Tinig at Lakas sa Pantalan (PANTALAN) signed the 9th Collective Negotiation Agreement (CNA) for 2026-2029 today at the PPA Head Office. The agreement reaffirms their shared commitment to employee welfare, harmonious labor-management relations, and a more productive public service.

PPA General Manager Jay Santiago led the PPA management delegation during the signing. During the negotiations, PPA and PANTALAN reached an agreement on the terms of the new CNA. The agreement provides a framework for the exercise of employees’ rights to self-organization and collective negotiation. It also promotes shared responsibility between management and employees on matters concerning their rights, benefits, and welfare.

The 2026-2029 CNA seeks to uphold fair, humane, reasonable, and equitable working conditions while supporting productivity, discipline, and positive employer-employee relations.

Among its provisions are the continued grant of applicable economic benefits and CNA incentives. It also covers employee training and career development, recognition and rewards, and programs that promote health, safety, and physical and mental well-being.

“Nagpapasalamat po tayo sa management, sa kanilang time, sa professionalism, sa openness. Binigay po nila yung mga kahilingan ng unyon at malaking bagay po para sa ating mga empleyado. Gayundin po, iisa naman po ang ating adhikain, ‘yung makatulong po sa ating mga empleyado na mag-benefit po sila para sa negotiation na ito,” PANTALAN Chairperson Israel Cambi expressed his appreciation to PPA management for its support throughout the collective negotiation process.

PPA assured its employees and PANTALAN of its continued commitment to faithfully implement the provisions of the agreement. The agency also reaffirmed its commitment to sustaining a work environment where employee welfare and organizational goals are advanced together.

A joint CNA Steering Committee and Monitoring Committees will oversee the implementation of the agreement. They will also address concerns that may arise during its implementation.
