22 OCTOBER 2026 – The Philippine Ports Authority (PPA) wishes to clarify recent media reports concerning the offshore wind port project in Camarines Norte, particularly reports suggesting that the project was awarded to a Chinese company and describing it as the redevelopment of an existing port.
The PPA categorically clarifies that the ₱2.27-billion contract for the development of the offshore wind port located in Barangay Pambujan, Municipality of Mercedes, Camarines Norte, was awarded to the joint venture of Khan Kon Chi Construction and Development Corporation and SB Construction Corporation, both of which are wholly Filipino-owned companies.
Contrary to the impression conveyed by certain reports, the contract was NOT awarded to a Chinese company.
The PPA further emphasizes that the project involves the construction of a new port facility on a greenfield site, rather than the redevelopment, rehabilitation, or upgrading of an existing port.
The project forms part of the government’s initiative to establish strategic port infrastructure capable of supporting the country’s emerging offshore wind energy industry. Once developed, the facility is envisioned to accommodate the specialized equipment, heavy machinery, and logistical requirements associated with offshore wind projects, including the handling, assembly, and staging of wind turbine components.
The PPA likewise clarifies that the contract awarded to the Filipino-owned joint venture pertains to the construction and development of port infrastructure. It does not involve the sale, privatization, or transfer of ownership of the port to the contractors or to any foreign entity. Describing the transaction as having been “auctioned off” is therefore inaccurate and may mislead the public regarding the nature of the project.
The Authority reiterates that the contract was awarded through the applicable government procurement process, in accordance with existing laws, rules, and regulations.
The PPA welcomes public interest and media coverage of infrastructure projects, particularly those supporting the country’s transition toward renewable energy. However, it emphasizes the importance of accurately distinguishing between the nationality of project contractors, the nature of government construction contracts, and the development of new port facilities.
The PPA remains committed to transparency and accountability in the implementation of its infrastructure projects and to the development of modern, strategically located port facilities that will support the country’s long-term economic growth and renewable energy objectives.
